They are wild birds and not meant to be pets. Most people would be totally unqualified to care for one, and they would most likely die. Also, could you imagine all the poaching that would go on if owls were suddenly legal to keep as pets..people would be robbing nests, capturing owls from the wild etc. and selling them to people.
