		<description> it is not legal to keep any rapter as a house pet, you have to be a licenced falconer and under a masters care for 4 years befor you can have anything other than a redtail or a kestral .the ban is because of the use of pesticeds in the 60s they almost killed half the raptors </description>

		<description>It is illegal to keep ANY wild native bird as a pet.  They are wild birds and not meant to be pets.  Most people would be totally unqualified to care for one, and they would most likely die.  Also, could you imagine all the poaching that would go on if owls were suddenly legal to keep as pets..people would be robbing nests, capturing owls from the wild etc. and selling them to people.  It would totally decimate wild populations.</description>

		<description>If you are in the US yes it is illegal to keep any native species as a house pet.   Owls may only be kept with a proper permit which include falconry (general or masters level only)   rehab (treat and release)  education program (for birds that can&#039;t be released, must be used in a qualifying education program)  and rarely a propagation permit (for breeding).  

Owls or any raptor do not make suitable house pets.  They cannot be adequately kept in a cage and even with proper permits you they must be kept in a large area with indoor and outdoor access.  The majority of the population lacks the ability to properly care for them.  Actually even people that have proper permits don&#039;t own the birds but they belong to fish and wildlife who can seize them at any time if the permit holder fails to uphold the conditions and requirements of the permit </description>
