FL Studio comes in a number of flavors. If Owl City uses that program they most certainly will use the Producer Edition or Signature Bundle. The cheaper versions don’t have some important features like audio recording/editing and full automation of parameters. I’m sure Own City will also use various hardware components, like synthesizers and effects, but you can also make the same kind of music with just FL Studio. It’s a complete program for doing electronic music, and you can get additional sounds from (free) VST instruments and samples.
